Dynamically Scaling is a gameplay feature that keeps the zOMG competitive and challenging. While most areas have set CLs for Animated in the area, certain areas adjust to the players in the room.

There isn't a lot of information about Dynamic Scaling, but it usually scales to highest CL in the group. The Shallow Sea is unlike most areas though, since it doesn't have a starting CL, it will adjust to anything.

Areas such as The Hive starts adjusting from CL 8, so you enter with a CL of less than 8, it won't adjust lower to meet you, but will give you Animated as if you were CL 8.
